Topic 6 : Interviews re regional offices, 1968-1975.

The NLRB maintains regional offices around the nation under the supervision of the general counsel. These offices receive unfair labor practice complaints and representation election petitions and are responsible for the administration of hearings, consent agreements, elections, investigations, settlements and trials, as well as for policing compliance with NLRB and court decisions. Interviewees reminisce about the establishment of the initial offices and the appointment of their initial staffs. Also discussed are the evolution of rules and procedures for these offices, conflicts between the secretary of the Board and the directors of the regional offices regarding the handling of cases; rivalry between these directors and Board attorneys; and the level of autonomy enjoyed by the regional offices.
